176 is a marketing number. It means there’s some roaming deal somewhere, not that you’ll get signal in every village. Mine worked fine in Georgia and Armenia, but I wouldn’t bet on it in the middle of nowhere.
The self test is mostly a noise check, not a sensor check, so I wouldn’t trust it to tell you when it’s done. I write the date on mine with a sharpie, but I still swap it before five years.

If your dog’s neck is under whatever the bottom of that range is, no amount of snugging the strap is going to fix the fit, and the tracker weight sitting on a loose collar is what makes it swing. So measure the neck first and compare it to the listed minimum, not to the photos. If it’s in range, fine. If it’s below, the chunky look in the pictures is probably telling you something real.
If the strobe is covered, nobody’s seeing it, so it’s basically just running for nothing. That said, the point of the thing is the noise, and 130dB doesn’t care what you’re wearing. I keep mine on a bag strap where it’s actually visible, but I don’t lose sleep over it if a jacket covers it sometimes.

You’re overthinking the audio quality part. The Bluetooth is only for handshake stuff, music goes over wifi. I’ve had one of these for months and honestly can’t tell the difference between wired and wireless for Spotify. The lag thing is real but it’s for video, not really noticeable for music.

Filters are cheap enough that it’s not really a big deal. I grabbed a two pack for around 15 bucks online and haven’t had to swap the first one yet after a few months. Hard water spots are gone for me, so it’s doing its job.
Old desk fans are usually garbage for noise, so anything would be an upgrade. I’d just check if the BreezaMax has a noticeable hum on medium before buying.
I haven’t used the WineCork Pro, but I saw one at a party and it was quieter than the old rabbit style. The whir is pretty low, nothing that would bother anyone talking. Probably fine for dinner.
